前者为特殊疑问句，后者为名词性从句，不能以问句形式出现。
What is it 是问这个是什么 是一个单句 是可以单用的
what it is 一般在句子的一部分 比如
i am wondering what it is
I am determined my children shall be brought up in their father's religion, if they can find out what it is.一般解释为 事情的真相 理由 原因
一般是没有人直接用 waht it is 反正我没见过。。也不合语法的
但是。。如果你看到后面一句也是 单用的情况下 我建议你把上下情节讲一下
